First off, it's going to be a long hard road with many obstacles that only the strongest will be able to surmount. If you are an entrepreneur seeking seed funding, the number one thing to do is Build a company site to solidify your mission more, then save up enough to build the absolute simplest/cheapest version of your product.
The next thing you do is expand your code-base by selling the product that's not yet built to another company that really needs your services. Make your first client pay for expanding your code base by licensing the software to them. The company website and a little prototype/sample of will be enough for some company to buy into utilizing your services. It will still be way harder than if you had full blown product, but if you market yourself hard, you'll be able to find some company to buy into it.
Otherwise, only people you already know will give you any sort of money. Seeking seed money without any of this, based on an idea is impossible and you should give up now. You have to know someone stupid and rich that will invest in something based on a powerpoint or good business plan without any sort of track record with your product. Only semi-famous technologists or entrepreneurs whose value and investment is themselves can get seed funding based on a business plan. And still the seed funding is going to come from rich people/companies that already know them.
Make that company site, and sell the software that your company will become as a service to another company that's willing to pay for it.
